a. General Description of the Participate Menu

The Participate Menu is the section of the Esenttia S.A. website designed to inform citizens and stakeholders about available interaction mechanisms, as well as the company's transparency and business ethics tools.

This section is organized according to the guidelines of the Administrative Department of Public Function on citizen participation in public management.

Taking into account the legal nature of Esenttia S.A. as a mixed-economy company that develops commercial activities in competition with the private sector:

• It does not issue or regulate standards.
• It does not formulate public policies.
• It does not provide administrative procedures to citizens.
• It is governed by the legal regime applicable to its economic and commercial activities.

Consequently, some sections of the Participate Menu are not mandatory.

b. Information on the mechanisms, spaces or instances of the Participate Menu

Esenttia S.A. makes the following mechanisms available:

• Right of petition: a channel to request public information or documents in accordance with legal terms.
• PQRS: a virtual tool to submit petitions, complaints, claims or suggestions.

c. Evaluation tools and result disclosure:

• Surveys and satisfaction forms.
• Publication of results and follow-up indicators.

1. Diagnosis and Problem Identification

Regarding component a) Publication of topics of interest, b) Toolbox, c) Evaluation tool and d) Disseminate results, it is specified that this section is intended for entities that formulate public policies, issue regulations or carry out participatory processes to identify social issues.

Since Esenttia S.A. does not have among its functions to issue, sanction or review regulations, or formulate public policies, it does not carry out participatory diagnosis processes in the terms established in the Participate Menu. Consequently, letters a), b), c) and d) do not apply to the Company.

2. Planning and Participatory Budgeting

Regarding a) Budget percentage for the process, b) Enable interaction channels and toolbox, c) Publish information on decisions and d) Visualize progress of decisions and their status (traffic light), it is reported that articles 90 and 100 of Law 1757 of 2015 establish that participatory budgeting is a mechanism inherent to regional and local governments.

Esenttia S.A., not being a territorial entity nor executing public budget under such scheme, is not obliged to implement participatory budgeting or develop the components associated with this section. Therefore, letters a), b), c) and d) do not apply.

3. Citizen Consultation

Regarding a) Topic of consultation (regulations, policies, programs or projects) and its summary, b) Enable consultation channels and toolbox, c) Publish observations and comments and responses to regulatory projects, d) Create a link that redirects to the Regulatory Section and e) Provide an evaluation tool, this section applies when the entity submits regulatory projects or decisions to public consideration for prior consultation. Esenttia S.A., as a mixed-economy company with commercial activities, does not formulate regulatory projects subject to this type of citizen consultation.

4. Social Control

Regarding the components of social control, it is established that these mechanisms are applicable to public entities with budget autonomy. Esenttia S.A., not being a public entity, does not develop these processes.
